As the manipulative leader of Team Rocket, Giovanni has a knack for being underhanded. His general attitude is untrustworthy to say the least, giving off a conniving or serious expression at times. It is revealed during his relationship with Mewtwo, that he sees all Pokémon as a source of power for his own will to abuse.
On the outset, Maxie is seemed to be a calm and smart man who believes that expanding the land is the best way for the world to live better. But when facing anyone who appears to be an obstacle from impeding him from accomplishing his goal, he will mercilessly try to finish the person off.
Archie is a hardy man with a big-hearted and stirring disposition which compels his followers to be loyal. He is very charismatic, humble and is fairly friendly. Accompanied by these traits, Archie is driven and stubborn, as seen with his attempts to awaken Kyogre despite objections, gaining a sort of tunnel vision with his goals. Despite his generally amiable nature, Archie can be very strict with a low tolerance for failure. He is ferocious in battle and has a temper that he hides fairly well.
Cyrus is a man who always thinks logically and calmly, which wins the respect from his underclassmen. One of Cyrus' most defining characteristics is his apparent lack of emotions, defining him as a psychopath. Due to losing hope on the flawed human heart, he becomes ambitious and desires to wipe the present world so that the world can be renewed and perfected as he has always wished.
Ghetsis's personality seems to be like an inspirational speaker regarding the release of Pokémon when first encountered. However, as the game progresses, he gradually reveals his true personality: that of a cruel megalomaniac who will stop at nothing to get what he wants. He has no qualms in using the innocence of N for his plot to rule the world. Contrary to many of his speeches.
Lysandre at first seems to be a kindhearted man who sees the beauty in everything, but in truth, he is so obsessed with keeping beauty in the world that he is willing to exterminate all Pokémon to prevent them from being used to harm or steal from anybody.
